Since its inception, and regardless of incumbent administrations, Petrobras has become a leading actor in Brazil's economic and political spheres, both domestically and in foreign policy. Using a qualitative method and diverse sources of information, this paper intends to reflect in a cross-cutting manner on the actions of Partido de los Trabajadores (PT) governments and current Bolsonaro's administration with respect to such company. In this sense, the focus of our conclusion is to explain that, during Lula's and Dilma's administrations, Petrobras was a Trojan horse -that is, the vehicle for the realization of external objectives, especially in the relationship with Africa-, but also a Pandora's box, when Lava Jato put the Brazilian government and the company in the eye of the storm. Under Temer and even more under Bolsonaro, Petrobras, far from excelling in the national external agenda, has relaunched the debate between nationalists and liberals, becoming a bargaining chip among various political forces.
