this article analyzes the effects of the management of the Organization of American States (OAS) on the understanding and handling of terrorism in the Latin American and Caribbean region in light of international relations. After conceptualizing and characterizing this violent phenomenon from a global and regional perspective, as well as the particularities of the OAS, the article explores the scope and complexities of the protection of human rights that terrorism presupposes within an anarchic international system. Likewise, various perspectives are studied for the improvement of the defense and security structure of the region, which allows for mitigating the uncertainty generated by fear and guaranteeing the maintenance of the rule of law and the lives of citizens.
