Colombia, home to the second largest black population in Latin America after Brazil, has experienced a social phenomenon that severely affects this segment of the population: forced displacement. By applying an anthropological perspective to the subject, this article analyzes policies and laws enacted to guarantee the rights of the displaced Afro- Colombian population, making note of their contradictions and limits. It proposes to raise some points of conflict in ethno-racial relations that pervade the dialogue between the state and Colombian society.
