Resumo

This conceptual paper is framed in academic debates about government practices related to young people living in poverty and in conflict with law. It begins with a review of the prevailing approaches in the Argentinian context. Then, it presents hypotheses on what its limits would be and, finally, a conceptual framework to overcome them is presented. The proposal seeks to integrate macro and micro social levels, and to evade both institutionalist and interactionist approaches. Foucaultian contributions on feminist theory, State anthropology, and cultural studies are articulated. As a complement, while the existence and determination of domination and subordination relations in governmental activity is assumed, this paper seeks to recognize human activity beyond them and to identify how this affects the former. The empirical reference mentioned corresponds to socio-penal State programs for youth implemented in Argentina.
