This paper aims to identify the evolution and characteristics of the relation between Paraguay and Russia in the 21st century. The study uses general scientific methods, historical description and comparison, and structural and systemic analysis that allow an in-depth examination of the development of the Paraguay-Russia dialogue within the broad regional and international context. The analysis encompasses three topics: the global policy of Paraguay and the Latin American policy concerning Russia focused on the probable reasons and circumstances of their convergence; the general trajectory of the dialogue of the post-Stroessnerist Paraguay with Russia; and the road to the strategic alliance between both countries during the presidency of Mario Abdo Benitez and its obstacles. The main results show the development and limits of the Paraguay-Russia relations and present some determining factors of the dynamism of this dialogue and its perspectives.
