This study analyzes the resources and tourist attractions of two municipalities in the Colombian Caribbean, based on creation of an indicator called Tourism Resource Competitiveness Level (NCRT). For this, the most relevant variables in competitiveness were identified and validated, using the Hierarchical Analysis Process (AHP) and structural analysis using the Cross Impact Matrix (MICMAC). Low level of competitiveness was confirmed, with marked weaknesses in Innovation and Business Management. The Human Resources variable showed a higher level of independence with respect to the set of variables. The variables Location and Costs showed better relative performance in both municipalities.
