In this paper we analyze the actions, relations and conflicts of the first subdelegate appointed to the jurisdiction of the Puna in order to analyze the functioning of the Hispanic administration in a place of particular characteristics in the Intendancy of Salta. We focus our attention on the public servant Juan Bautista Villegas, whose performance was intervened by the importance of commercial activity and the strength of the ties between the region and the Alto Peru.
