This paper presents a review of social capital in order to identify its links with social participation, values and empowerment. This will provide the required arguments for enhancing and strengthening social capital and thus promote human development. The prevalence of statistical data with regard to violence, insecurity and some components of social capital suggests its decrease or its fragility, which raises the possibility of transforming this society resource. We discuss some links between the variables, such as reciprocity, trust, social participation and empowerment, which have been studied by several authors. We conclude by mentioning some favorable aspects of human development that are affected by social capital.
