The early municipalization of public services in Medellín (Colombia) and the creation of a public company that ensure the protection of the basic services, al lowed the profits obtained by this company were reversed for improvements to the city. Nevertheless, this was not enough to detract the great pollution of the water sources of the city because of industry and the increase of the population, between others, causing great environmental damage during the first half of the 20th century.
