PRADO ARELLANO, Luis Ervin. Schools in the Parochial Turmoil: Local Conflict and Dispute in the Province of Popayán in the State of New Granada, 1832-1851. Historelo.rev.hist.reg.local [online]. 2018, vol.10, n.19, pp.16-44. ISSN 2145-132X.  https://doi.org/10.15446/historelo.v10n19.60383.

One of the main goals of the State of New Granada (1832-1855) was the establishment of primary schools in every corner of the Republic. Part of this policy was regulated on May 191834, together with other policies (Law 2 of the 16 th of May 1836 and Law 3 of the 13 th of June 1844), which provided the framework within which the parish centers could establish these educational institutions. However, the policy, which promoted literacy in citizens, fostered conflict among local neighbors, be it because of the contributions that the inhabitants had to pay to fund these schools or because of the selection of the primary school teachers. This article examines such conflicts and, behind them, reveals the local rivalries and the factions in which the parish had been split into. The above unveils the dissemination of primary education as complex and torturous as the state process faced the web of local power.
