This article addresses the issue of territorial organization and the administration of justice in states under construction in the Río de la Plata region, based on the examination of a case situated in the Department of Maldonado during the formation of the Cisplatine Province. The aim is an in-depth study of territorial organization during this region's state-building process, in a period that has been under revision by recent Uruguayan historiography. The study will look at a petition by the landholding residents of San Carlos in 1822 and the response from the Maldonado Cabildo, with a regional approach-that takes in the various scales of the issue-and in line with contributions from historians who have provided novel research works on the political and administrative spaces of the Río de la Plata during the crisis of the colonial order and the war for independence. The case studied sheds light on the underlying issues of the struggles for land ownership in the organization of justice, the weight of towns in territorial organization, and their particular readings of local, provincial, and Atlantic processes, as well as the limits of their participation.
