This article of investigation analyzes the problematics of qualification of labor capacity identified in the attention of the Social Security Office of the University of Antioquia, especially in persons with carpal tunnel syndrome and the rotator cuff. There is studied the model of the social security system applied in Colombia, there are compared the General System of Pensions and the System of Labor Risk, analyzing their differences in the permanent partial disability as well as the problems for the persons of scanty resources in the process of qualification. It is concluded that the situation of inequality between the systems in the permanent partial disability generates a vulnerability for those persons with losses between 5 % and 49 % of common origin, who would not had right to an economic protection, which affects the principles of equality, universality and progressivity of the Social Integral Security System.
