The texts of the first French constitutions between 1789 and 1870 , which regulated the siege, have a marked influence on the content on the same subject are in successive Colombian Political Letters especially where , enacted in 1886 , with its reforms during the twentieth century , serves as background to the Constitution of 1991. That statement cannot, however, extend to the economic state of emergency introduced in Colombia by No. 1 of 1968 legislation. Although no similar rules are in the Constitution of the United States of North America it can be attributed to the influence which it is clear that in times of crisis took several Presidents exorbitant powers could come to constitute violations of the Constitution but which Congress, as will be seen, missed at the time as a typical example of American pragmatism.
