The search for competitiveness in a procurement system without label it as public or private, it is necessary at this time, based on a paradox based on the need to avert international standards of national legal systems, seems to have created a barrier to harmonize each other, a situation that has worsened if what is involved is to match the regulatory systems of national public procurement or an international one, yet to check with a degree of analysis these two systems, it will be seen that they do not offer opposition but instead be developed under a harmony, if you will, of mutual benefit.
