LONDONO-MORENO, Angélica María et al. Public Policies on Aging and Old Age: The cases of Uruguay and Colombia. rev.ces derecho [online]. 2023, vol.14, n.2, pp.23-41. Epub 30-Oct-2023. ISSN 2145-7719. https://doi.org/10.21615/cesder.7305.
Public policies are actions and narratives that, from one perspective, are instruments for the fulfillment of rights, and from another, they are social and discursive practices that construct positions and meanings in relation to the phenomena and subjects of interest. The objetive of this article is to present the document analysis of the “Colombian Public Policy” and the “Second Uruguayan Plan on Aging and Old Age”. It was possible to identify a coexistence of paradigms in transition, which mediate the social construction of aging and old age, as well as the actors involved in it, where the main actor "older people" has an active role of participation. Despite of this, ideas of individualization of the problems in the "active" and "productive" character are maintained, which continues to generate homogenization in the ways of aging, which limits the possible ways of life.
