In Colombia, there are significant inequalities in access to fundamental rights such as decent subsistence. The social protection system that must guarantee essential minimums has focused mainly on formal workers, leaving informal workers and low-income people without adequate protection. This translates into a significant percentage of the population being unprotected, with low-income levels and difficulties in accessing new safeguard schemes. In this context, it is essential to examine the social protection system in Colombia and its capacity to guarantee a decent subsistence. This article describes the social protection system in Colombia, in its non-contributory component, analyzes the constitutional protection of the right to a decent subsistence and raises the need for a comprehensive social protection system that not only provides economic resources and basic services, but also the capacities necessary to promote integral human development and social justice.
