The growing global concern for air quality materialized in the case of Bogotá in the Ten-Year Air Decontamination Plan (2010-2020). Despite its importance, by the end of the proposed period, the policy had a very low degree of implementation. This article addresses the discursive component of the document in order to understand the relationship between it and the poor results of the policy. The foregoing through the methodology of critical discourse analysis conducted through two fundamental concepts in environmental policy: sustainable development and environmental governance.
