Cities are spaces for the exchange of goods and services, translated into wealth and innovation, not always equitable and balanced; therefore, the demand for policies compatible with both competitiveness and environmental and social sustainability is increasing. An urban competitiveness based on its own attributes and capacities to generate value in the face of the different demands of local actors, with an impact on the comprehensive improvement of their quality of life.

But, in the scenario of a COVID-19 pandemic, the cities registered the highest numbers of contagious and spread; they were not prepared to face this health threat. Its commercial activities, services and public spaces were impacted, blurring and rethinking both the image and the urban identity, structuring elements of its competitiveness. Citizen priorities, their living conditions, their ways of relating to the city and of connecting with others changed; as an adaptive response to the prevailing threat.

This global emergency, which is still ongoing, forces us to attend to the "new reality or normality", based on the rescue and/or rethinking of urban attributes and the strengthening of local capacities.

For this reason, a qualitative, exploratory, documentary-type research is proposed, using content analysis; with the purpose of establishing a roadmap towards a post COVID-19 urban competitiveness strategy, which resizes the elements of urban functionality, from the exercise of local planning.
