The objective of the study is to analyze the effect of federal transfers on public spending of states assessing the flypaper effect, from the growth of public expenditure to match the demand for public safety and the economic cycle. This effect refers to a statistical regularity which proves that, in sub-national governments, external resources have greater impact on government expenditure, compared to own resources. Using a methodology based on panel data applied to the states of Mexico in the 1993 - 2012 period, the fulfillment of this postulate is demonstrated, even considering the extraordinary demand for public resources related to insecurity and implementing countercyclical policies.
