Editorial

The Military studies section consists of six articles: (1) Rethinking Polarity Theory.An Approach to the Role of Colombia in Latin America, by Dr. Vicente Torrijos-Rivera, Distinguished Professor in Political Science and International Relations at Universidad del Rosario, and the student Andrés Pérez-Carvajal of the Faculty of Political Science and Government in the same university. (2) Failed States. Nation-State Failure and Destabilizing Regional Security, by Dr. Isidro Sepúlveda, Professor of National Security Affairs, National Defense University, Washington, US. (3) Towards the construction of a state-of-the-art National Security and Defense in Colombia, by the lawyers Jaime Alfonso Cubides Cárdenas and Claudia Patricia Garay Acevedo, professors at the 'General José María Córdova' Military School of Cadets. (4) Mercosur: a Regional Security complex Analysis, by professors Ximena Cujabante-Villamil and Bibiana Rueda-Rodríguez, in collaboration with the young researcher Liana Abril-Pérez and the students Gina Marcela Carrillo, Nataly Bulla and Paola Arciniegas, of the program in International Relations and Political Studies at the Universidad Militar Nueva Granada. (5) The Strategic Dimension of Chinese Activities in the Latin American Telecommunications Sector, by Dr. Robert Evan Ellis, Professor of National Security Affairs, Simulations and Wargames at the William J. Perry Center for Hemispheric Defense Studies, US. (6) Thermal Wake on Narco-Semi-Submergibles and other Vortex Effects, by naval architect Javier García-Peláez and telecommunications engineer Ainhoa Nieto-Sevilla, researchers in Navantia's shipyard in Cartagena, the Spanish Navy's Acoustic Authority for the S-80 class Submarines.

The Human Rights and Humanitarian Law section contains the article An approach to Urban Security Studies in Caracas, by the professors María Catalina Monroy-Hernández and Andrés Felipe Ortega-Gómez, with the collaboration of the students Gustavo Adolfo Díaz-Vallenoti y Jeison Mesa-Payares, from the School of Politics and International Relations at the University Sergio Arboleda.

The Education section includes a single article: Research Training for Colombian qualified accountants: a Matter of Strategy, by professor Roberto Antonio Ríos-León, PhD, a paper based on his doctoral thesis work, defended at the University of Granada, Spain, on November 15, 2012, with a rating of cum laude.

The Science and Technology section has four papers (1) Understanding the Debate Macintosh-Mattessich about Income and Capital in Accounting, by Rafael Franco-Ruiz, CPA, a paperwork on Accounting Epistemology, in the context of the PhD in Accounting from the University of the Andes of Venezuela. (2) Impact on Defense Spending on Economic Growth in Colombia in the last Twenty Years, by the professors William Vargas-Pulido and Enit Godoy-Estrella, article associated with the research project Contributions from the defense sector to the national economy, of the Faculty of Administration, from the 'General José María Córdova' Military School of Cadets. (3) Cigarette Smoking and Anthropometric Profile in Students of the 'General José María Córdova' Military School of Cadets, by the respiratory therapists Ana Isabel García-Muñoz and Alba Liliana-Pachón, and by the physiotherapist Mariluz Segura-Segura, article associated with the research project 'Ergospirometric variables and biochemical indicators after a military physical training program in smokers and nonsmokers cadets from the ESMIC.

Finally, the History section contains the article National Identity, Educational System and History in Colombia, 1910-1962, by Rafat Ghotme, research Professor of the Program in International Relations and Political Studies at the Universidad Militar Nueva Granada.

We invite all members of the academic community to publish their research papers in military topics, in Spanish, English, French or Portuguese, for the following issues of the REVCGJMC.
