Este proceso apoya a los gobiernos para que sean más abiertos y generen nuevos espacios de comunicación e interacción con la ciudadanía. El propósito del artículo es analizar, a través de un estudio de mapeo de literatura, la producción científica en torno a los enfoques, beneficios, desafíos, impactos y evaluaciones de la transparencia pública en el gobierno abierto. Se examinaron 52 estudios publicados entre el 2010 y el 2018, en revistas y conferencias indizadas en la base de datos Scopus. Los resultados muestran que existe un interés en investigar las estrategias que promueven la transparencia e identificar las barreras políticas, de gestión y tecnológicas que interfieren en el logro de los objetivos de la transparencia y los efectos deseados en los ciudadanos y el Gobierno. Se concluye que la trasparencia no es un monólogo planteado por el Estado, sino que debe identificar las características del ciudadano a quien pretende llegar, por los cual se requiere abordar diferentes elementos para satisfacer las necesidades de información del ciudadano respecto a la gestión pública.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT: Public transparency (FT) is a tool that promotes accountability and access to information about the actions carried out by governments. This process helps governments be more open and generate new spaces for communication and interaction with citizens. By means of a literature review, the purpose of this article is to examine the current scientific production encompassing the approaches, benefits, challenges, impacts, and evaluations of pt under open government thinking. A total of 52 works published between 2010 and 2018 in journals and conferences indexed in the Scopus database were studied. The results show a clear interest in researching strategies that promote transparency and identify political, management and technological barriers that could interfere in achieving transparency-related objectives and the desired effects over citizens and their governments. It is concluded that transparency is not a monologue proposed by States, but must be a mean to identify the characteristics of the citizen to whom it intends to reach. Therefore, it becomes necessary to address different elements in order to meet information needs regarding public management by citizens.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO: A transparência pública é um meio que promove a prestação de contas e o acesso a informações aos cidadãos sobre o que o seu governo está fazendo. Esse processo apoia os governos para que sejam mais abertos e gerem espaços de comunicação e interação com a cidadania. Nesse contexto, o objetivo deste artigo é analisar, por meio de um estudo de mapeamento da literatura, a produção científica ao redor das abordagens, dos benefícios, dos desafios, dos impactos e das avaliações da transparência pública no governo aberto. Foram analisados 52 estudos publicados entre 2010 e 2018, em revistas e conferências indexadas na base de dados Scopus. Os resultados mostram que existe um interesse em pesquisar as estratégias que promovem a transparência e identificar as barreiras políticas, de gestão e tecnológicas que interferem na conquista dos objetivos da transparência e nos efeitos desejados nos cidadãos e no governo. Conclui-se que a transparência não é um monólogo proposto pelo Estado, mas sim que deve identificar as características do cidadão a quem pretende chegar; por isso, deve-se abordar diferentes elementos para satisfazer as necessidades de informação do cidadão a respeito da gestão pública.]]></p></abstract>

Ce processus aide les gouvernements à être plus ouverts et à créer de nouveaux espaces de communication et d'interaction avec les citoyens. L'objectif de l'article est d'analyser, à travers une étude cartographique de la littérature, la production scientifique autour des approches, bénéfices, enjeux, impacts et évaluations de la transparence publique dans le gouvernement ouvert. On a examiné 52 études publiées entre 2010 et 2018, dans des revues et conférences indexées dans la base de données Scopus. Les résultats montrent qu'il y a un intérêt à étudier les stratégies qui favorisent la transparence et à identifier les barrières politiques, managériales et technologiques qui interfèrent dans la réalisation des objectifs de transparence et les effets souhaités sur les citoyens et le gouvernement.
