En las regiones peruanas de San Martín y Cusco, actores de la sociedad civil aprovecharon el espacio de la descentralización para poner en marcha de manera efectiva leyes nacionales (normas ambientales, en el primer caso, y derechos para la población hablante de idiomas indígenas, en el segundo). Estos casos ayudan a explicar la heterogeneidad en la implementación de las normas en espacios subnacionales, un fenómeno común en América Latina.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT: In this article we present two cases that highlight how regional civil society contributes to improving the implementation of regulations and public policies in subnational spaces. In the regions of San Martín and Cusco in Peru, civil society actors took advantage of decentralized space to effectively enforce national laws (environmental regulations in the first case, and rights for the population that speaks indigenous languages in the second). These cases help to explain the heterogeneity encountered in implementating regulations in subnational spaces, a common phenomenon in Latin America.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO: Neste artigo apresentamos dois casos que destacam como a sociedade civil regional contribui a uma melhor implementação de normas e políticas públicas em espaços subnacionais. Nas regiões peruanas de San Martín e Cusco, atores da sociedade civil aproveitaram o espaço da descentralização para implementar de maneira efetiva leis nacionais (normas ambientais, no primeiro caso, e direitos para a população falante de idiomas indígenas, no segundo).
