Objetivo/contexto:  El artículo es resultado de la convocatoria realizada por Colombia Internacional para pensar los estudios globales desde el sur. Se trata de un aporte teórico crítico que tiene como objetivo dejar de lado el binarismo que opone lo global a lo internacional y, en cambio, buscar modos de pensarlos como mutuamente constitutivos.  Metodología: A través de una revisión bibliográfica que indaga en los textos de sus máximos referentes, argumenta que los estudios globales encuentran su razón de ser en concepciones estrechas tanto de las relaciones internacionales como de lo internacional. Al ser esto último concebido como equivalente a interestatal, el artículo sostiene que lo global emerge en oposición al Estado y vinculado a la sociedad civil global. La herramienta que el artículo propone para sortear este binarismo es el concepto de gubernamentalidad elaborado por Michel Foucault. Este es globalizado y presentado como marco analítico y como práctica de gobierno liberal, y permite pensar un poder descentrado del Estado que se ejerce en múltiples direcciones y no en oposición a la sociedad civil sino a través de ella.  Conclusiones:  Así, en conclusión, permite concebir tanto al Estado gubernamentalizado como a la sociedad civil como productos del liberalismo en tanto práctica gubernamental globalizada, eliminando el binarismo que está en la base de la emergencia de los estudios globales.  Originalidad: El artículo es un aporte desde la perspectiva foucaultiana de gubernamentalidad al debate entre relaciones internacionales y estudios globales.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT.  Objective/context:  This paper is the result of Colombia Internacional&#8217;s call to reflect on Global Studies from the South. It is a critical theoretical contribution aiming at putting aside the binary opposing the global and the international. Instead, it seeks to think about them as mutually constitutive.  Methodology:  Through a bibliographical revision that inquires into its most important texts, it argues that Global Studies has as raison d&#8217;être a narrow conception of International Relations and of the international. The article holds that the latter is conceived as equal to interstate. This way, the global emerges in opposition to the state and linked to global civil society. The paper proposes Michel Foucault&#8217;s concept of governmentality as a tool to elude this binary. Governmentality is globalised and presented both as an analytical framework and as a liberal government practice. This way, it allows to think a power decentred from the state, as well as exercised in multiple directions, and not in opposition to civil society but through it.  Conclusion:  It concludes that governmentality allows conceiveing both the governmentalised state and civil society as products of liberalism understood as a globalised govermental practice, thus erasing the binary on which the emergence of Global Studies is based.  Originality: The paper is a contribution from the Foucauldian perspective on governmentality to the debate between International Relations and Global Studies.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO.  Objetivo/contexto:  O artigo é o resultado do convite realizado pela Colombia Internacional para pensar os Estudos Globais desse o Sul. É uma contribuiçao teórica critica que tem por objetivo fazer a um lado o binarismo que opõe o global e o internacional e procurar modos de pensar neles como mutuamente constitutivos.  Metodologia:  Através de uma revisão bibliográfica que inquiri nos textos de seus principais referentes, argumenta que os Estudos Globais encontram sua razão de ser em concepções estreitas das Relações Internacionais e do internacional. Em tanto que isso ultimo é concebido como equivalente de interestadual, o artigo afirma que o global emerge em oposição ao Estado e ligado a sociedade civil global. A ferramenta que o artigo propõe para esquivar esse binarismo é o conceito de governamentalidade elaborado pelo Michel Foucault. A governamentalidade é globalisada e presentada como marco analítico e como prática de governo liberal, permitindo pensar um poder fora do Estado, e que é exercido em múltiplo direções, e não em oposição da sociedade civil senão através dela.  Conclusões:  Dessa maneira, em conclusão, o conceito permite conceber ao Estado governamentalisado e a soceidade civil como produtos do liberalismo como prática governamental globalisada, eliminando o binarismo que está na base da emergência dos Estudos Globais.  Originalidade: O artigo é uma contribuição desse a perspetiva da governamentalidade foucaultiana à discussão entre as Relações Internacionais e os Estudos Globais.]]></p></abstract>
