Originalidad/aporte: radica en la influencia notable que estos organismos tienen en las políticas universitarias a través de directrices específicas, en la importancia de los recursos asignados a la investigación en ciencia y tecnología en el ámbito educativo y, a su vez, en la escasez de tales recursos.  Método / Estrategias/recolección de información: se adoptó un enfoque metodológico mixto, combinando investigación cuantitativa y cualitativa. Se utilizaron la revisión documental y el análisis de indicadores de ciencia y tecnología como estrategias principales para recoger y analizar datos. A través de este enfoque se pudieron identificar y evaluar las tendencias y discrepancias en las políticas de investigación de ambos organismos.  Conclusión: los resultados destacan una tendencia de uniformidad en las políticas de la OCDE en ciencia, tecnología e innovación (CTeI), que a menudo ignoran los contextos específicos y las brechas de inversión y capital humano en diferentes regiones. Por otro lado, se identifican tensiones con la UNESCO en áreas claves como las prioridades de investigación, la equidad en 16 el acceso abierto y la ética y responsabilidad social. En conclusión, el estudio presenta recomendaciones para fortalecer la investigación e innovación en las universidades, enfatizando la necesidad de considerar los contextos locales y fomentar políticas más inclusivas y equitativas. Este estudio contribuye a la comprensión de las políticas universitarias y sirve como referencia para futuras investigaciones en el ámbito de las políticas de investigación institucionales.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract  Objective: The aim of this study is to examine the policies and tensions between the OECD and UNESCO over the past ten years. We focus on their impact on Higher Education Institutions.  Originality/contribution: The importance of this study lies in the notable influence these organizations exert on university policies through specific guidelines, as well as in the relevance and scarcity of resources allocated to research in science and technology in the educational sphere.  Method/Data Collection Strategies: The study employs a mixed methodological approach, blending quantitative and qualitative research. Document review and analysis of science and technology indicators were used as primary strategies to gather and analyze data. Through this approach, trends and discrepancies in the research policies of both organizations could be identified and evaluated.  Conclusion: The results highlight a trend of uniformity in OECD policies on science, technology and innovation (STI), often overlooking specific contexts, investment gaps and human capital in different regions. On the other hand, tensions are identified with UNESCO in key areas such as research priorities, equity in open access, ethics and social responsibility. In conclusion, the study provides recommendations to strengthen research and innovation in universities, emphasizing the need to consider local contexts and promote more inclusive and equitable policies. This study contributes to understanding university policies and serves as a reference for future research in the field of institutional research policies.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo  Objetivo: O objetivo deste estudo é analisar as políticas e as tensões entre a OCDE e a UNESCO nos últimos dez anos, centrando-se no seu impacto nas instituições de ensino superior.  Originalidade/suporte: reside na influência significativa que estes organismos têm nas políticas universitárias através de orientações específicas, na importância dos recursos afectos à investigação científica e tecnológica na educação e, por sua vez, na escassez desses recursos.  Método / Estratégias / Recolha coleta de datos : foi adoptada uma abordagem metodológica mista, combinando investigação quantitativa e qualitativa. A revisão documental e a análise de indicadores de ciência e tecnologia foram utilizadas como principais estratégias de recolha e análise de dados. Através desta abordagem foi possível identificar e avaliar tendências e discrepâncias nas políticas de investigação de ambas as organizações.  Conclusão: Os resultados evidenciam uma tendência de uniformidade nas políticas de ciência, tecnologia e inovação (CTI) da OCDE, que muitas vezes ignoram os contextos específicos e as lacunas de investimento e de capital humano nas diferentes regiões. Por outro lado, são identificadas tensões com a UNESCO em áreas-chave como as prioridades de investigação, a equidade no acesso aberto e a ética e responsabilidade social. Em conclusão, o estudo apresenta recomendações para reforçar a investigação e a inovação nas universidades, salientando a necessidade de ter em conta os contextos locais e de promover políticas mais inclusivas e equitativas. Este estudo contribui para a compreensão das políticas universitárias e serve de referência para futuras investigações no domínio das políticas institucionais de investigação.]]></p></abstract>
