Se analizan las condiciones internacionales en las que la privatización se impulsó por diversas organizaciones internacionales y que llevo a muchas ciudades a tener dificultades financieras y un deficiente servicio por contratos firmados con grandes multinacionales. Para el caso de Colombia, se realiza una línea de tiempo de modificaciones normativas e institucionales que permitieron la entrada del sector privado en la prestación del servicio de agua. Se documenta los mecanismos que utilizaron las ciudades para recuperar los servicios de abastecimiento de agua y los retos que tienen para lograr el acceso universal al recurso hídrico. También se identifican las transformaciones empresariales a través del tiempo de dos empresas que manejan el servicio de acueducto y alcantarillado (EMCALI y EPM) que han sobrevivido a través de los cambios de normativa y una dura competencia del sector privado.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article documents the public and private management water and basic sanitation service in some cities throughout the world. International conditions are analyzed in which privatization was promoted by different international organizations which led many cities to have financial difficulties and poor service due to contracts signed with large multinationals. In the case of Colombia, a timeline of normative and institutional modifications is made that allowed the entry of the private sector in the provision of the water service. The mechanisms used by cities to recover water supply services and the challenges they face in achieving universal access to water resources are documented. It also identifies the business transformations over time of two companies that manage the aqueduct and sewerage service (EMCALI and EPM) that have survived through changes in regulations and tough competition from the private sector.]]></p></abstract>
