Hace una revisión teórica y empírica del gasto público óptimo, y presenta comparaciones internacionales del tamaño del Estado que apoyan la Ley de Wagner: el tamaño del Estado crece al mismo ritmo o a un ritmo superior que el ingreso. También describe la evolución del gasto del gobierno nacional central con base en la clasificación económica tradicional y revisa la evolución del gasto del gobierno por finalidad, haciendo énfasis en el gasto social. <abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This paper evaluates the size of the State in an international context and analyzes the behavior of public spending in Colombia during the last two decades. It takes a theoretical and empirical review of optimal public spending, and presents international comparisons of the size of the State which support the Wagner Law: the size of the State grows at the same rate or at a higher rate than income. It also describes the evolution of central national government spending based on the traditional economic classification, and reviews the evolution of government spending according to purpose, emphasizing social spending. Faz uma revisão teórica e empírica do gasto público ideal e apresenta comparações internacionais do tamanho do Estado que apóia a Lei Wagner: o tamanho do Estado cresce na mesma proporção ou em uma taxa mais alta que a renda.
