This paper examines the outsourcing industry in Brazil. First, we analyze how Brazil&#8217;s well-developed domestic IT market, its manufacturing prowess and export orientation have generated interorganizational as well as intraorganizational externalities or spillovers for the offshoring sector. Such externalities take various forms such as knowledge spillovers, learning curves, brand loyalty, availability of tools and resources, knowledge about quality and value perceptions of consumers as well as production externalities. The entry of foreign IT firms in Brazil has also generated externalities in the forms of indirect economic impacts on local organizations. Second, we investigate how factors related to offshoring skills, cultural compatibility and physical proximity to major markets are related to closeness to the needs of clients in terms of experience, expertise, culture, and geographic reach. Finally, as making a contract complete represents a high degree of complexity and costs for parties involved in an offshoring agreement; we explore the importance of regulation and regulatory institutions.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen Brasil ha expresado su intención de competir con la India en la deslocalización de servicios. En este trabajo se examina la industria de la tercerización de servicios en Brasil. En primer lugar, se analiza cómo el bien desarrollado mercado interno brasileño de TI, su fortaleza industrial y su orientación a la exportación han generado externalidades o spillovers intrainstitucionales e interorganizacionales para el sector de la deslocalización de servicios. Estas externalidades toman diversas formas tales como difusión de conocimientos, curvas de aprendizaje, lealtad de marca, disponibilidad de herramientas y recursos, conocimiento sobre la percepción de calidad y valor de los consumidores, así como externalidades de producción. La entrada de empresas extranjeras de TI en Brasil ha generado también externalidades en forma de impactos económicos indirectos sobre las organizaciones locales. En segundo lugar, se investiga cómo los factores relacionados con la capacidad de deslocalización, la compatibilidad cultural y la proximidad geográfica con los mercados más importantes están relacionados con la cercanía a las necesidades de los clientes en términos de experiencia, conocimientos, cultura y alcance geográfico. Por último, como el establecimiento de contratos completos representa un alto grado de complejidad y costes para las partes involucradas en un acuerdo de deslocalización, se explora la importancia de la regulación y las instituciones reguladoras.]]></p></abstract>
