Con base en el análisis, se propone desarrollar una serie de acciones e iniciativas destinadas a generar un marco regulatorio estándar en la región para su tratamiento y proponer una serie de cambios institucionales, políticas integrales y protección multinivel, que aborden las causas históricas de la corrupción estructural, para evitar su efecto devastador en los derechos humanos.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This research article aims to address one of the systemic problems that is identified in Latin American countries as serious acts of corruption and kleptocracy that are currently at critical and intolerable levels in the region; as well as the negative impacts it has had on the human rights of millions of people affected by the abuse of public power for the private benefit of a few. Based on the analysis, it is proposed to develop a series of actions and initiatives aimed at generating a standard regulatory framework in the region for its treatment and propose a series of institutional changes, comprehensive policies and multi-level protection, which address the historical causes of structural corruption, in order to avoid its devastating effect on human rights.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[SUMÁRIO Este artigo de pesquisa tem como objetivo abordar um dos problemas sistêmicos que os países latino-americanos identificam como os graves atos de corrupção e cleptocracia que atualmente se encontram em níveis críticos e intoleráveis na região; assim como os impactos negativos que tem tido nos direitos humanos de milhões de pessoas afetadas pelo abuso do poder público em benefício privado de uns poucos. Com base na análise, propõe-se desenvolver uma série de ações e iniciativas destinadas a gerar um marco regulatório padrão na região para seu tratamento e propor uma série de mudanças institucionais, políticas integrais e proteção multinível, que abordem as causas históricas da corrupção estrutural, para evitar seu efeito devastado nos direitos humanos.]]></p></abstract>
