Este estudio identifica las zonas comerciales de Bogotá, Colombia, que son puntos críticos en términos de seguridad, y propone una asignación estratégica de recursos policiales que permita optimizar su cobertura y tiempos de respuesta. Se ejecutó el proceso metodológico de acuerdo con los lineamientos del Cross-Industry Standard Process for Data Mining. Se emplearon técnicas de análisis geoespacial, incluyendo el algoritmo Density-Based Spatial Clustering of Applications with Noise para la identificación de zonas comerciales y la teoría de grafos para modelar la red de seguridad. Además, se utilizaron datos de la Unidad Administrativa Especial de Catastro Distrital y la ubicación de estaciones y de los CAI de la Policía Nacional. Los resultados muestran la identificación de 241 zonas comerciales en Bogotá y proponen una asignación estratégica de recursos policiales basada en la centralidad de grado y un algoritmo de emparejamiento estable. La integración de las técnicas relacionadas permitió generar un enfoque innovador que combina la identificación precisa de zonas comerciales críticas con una optimización basada en datos de los recursos policiales. De esta forma, no solo se incrementa la comprensión de la dinámica de seguridad en áreas comerciales urbanas, sino también se proporciona una herramienta robusta para la toma de decisiones en seguridad pública para la ciudad.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract One of the most significant challenges facing society is the development of effective mechanisms that can ensure the security of citizens while facilitating comprehensive economic and socialadvancement. This study identifies the commercial areas of Bogotá, Colombia, which are critical points in terms of security, and proposes a strategic allocation of police resources in order to optimise their coverage and response times. The methodological process was executed in accordance with the guidelines set forth in the Cross-Industry Standard Process for Data Mining. Geospatial analysis techniques were employed, including the Density-Based Spatial Clustering of Applications with Noise (DBSCAN) algorithm to identify commercial zones and the graph theory to model the security network. Additionally, data from the Special Administrative Unit of Land Registry and the locations of National Police stations and precincts were utilised. The results demonstrate the identification of 241 commercial zones in Bogotá and propose a strategic allocation of police resources based on degree centrality and a stable matching algorithm. The integration of related techniques allowed for the generation of an innovative approach that combines the accurate identification of critical commercial zones with a data-driven optimisation of police resources. This not only increases the understanding of security dynamics in urban commercial areas, but also provides a robust public safety decision-making tool for the city.]]></p></abstract>

Este estudo identifica as áreas comerciais de Bogotá, Colômbia, que são pontos críticos em termos de segurança, e propõe uma alocação estratégica de recursos policiais para otimizar sua cobertura e tempos de resposta. O processo metodológico foi executado de acordo com as diretrizes do Cross-Industry Standard Process for Data Mining. Foram utilizadas técnicas de análise geoespacial, incluindo o algoritmo Density-Based Spatial Clustering of Applications with Noise para identificar zonas comerciais e a teoria dos gráficos para modelar a rede de segurança. Além disso, foram usados dados da Unidad Administrativa Especial de Catastro Distrital e a localização das delegacias da Polícia Nacional e dos CAIs. Os resultados mostram a identificação de 241 zonas comerciais em Bogotá e propõem uma alocação estratégica de recursos policiais com base na centralidade do grau e em um algoritmo de correspondência estável. A integração das técnicas relacionadas permitiu a geração de uma abordagem inovadora que combina a identificação precisa de zonas comerciais críticas com uma otimização baseada em dados dos recursos policiais. Dessa forma, não apenas aumenta a compreensão da dinâmica de segurança em áreas comerciais urbanas, mas também fornece uma ferramenta robusta de tomada de decisões de segurança pública para a cidade.]]></p></abstract>
