Confirmando lo expuesto por la literatura, se destacan la relevancia del balance de poder favorable a la reforma, el rol de las organizaciones de la sociedad civil y la presencia de fuerzas políticas dominantes que se coordinarán para obtener mayores recursos y limitar la entrada de nuevos competidores. La matriz de incentivos permite explicar por qué se acepta limitar las fuentes de acceso a recursos, siempre y cuando las nuevas reglas generen la percepción de ciertas ventajas en relación con los contrincantes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT:  This article analyzes the factors which explain the reform of electoral finance in Chile. Confirming the findings of other studies, it singles out the importance of the balance of power that is favorable to the reform, the role of the organizations of the organized civil society and the presence of dominant political forces which will coordinate themselves to obtain more resources and limit the entrance of new competitors. The matrix of incentives helps to explain why limits on the sources of access to resources are accepted, always providing that the new rules create the perception of certain advantages over one&#8217;s opponents.]]></p></abstract>

Confirmando o exposto pela literatura, destacam-se a relevância do balanço de poder favorável à reforma, o papel das organizações da sociedade civil organizada e a presença de forças políticas dominantes que se coordenarão para obter maiores recursos e limitar a entrada de novos competidores. A matriz de incentivos permite explicar por que se aceita limitar as fontes de acesso a recursos, contanto que as novas regras gerem a percepção de certas vantagens sobre os adversários.]]></p></abstract>
