In an increasingly globalized world, where geographic, economic and political boundaries are becoming more diffuse, the state, at least in the way we traditionally understand it, seems to have been coated obsolescence, due to the economic reality of the world overflows the power that a government can be established on a specific geographic area. Is it possible the consolidation of an economy in which the state remains as the leader of the development, or the figure of the state tends to be relegated, almost to disappear, in the economic sphere of our cities? A general review of the Chinese nation, and particularly the city of Shanghai, pretends to clarify certain aspects, or at least open a debate on which is the state's role in the global economy, if it is possible to maintain a dominant government under the policies of desregulation and free market, and what is the intended purpose to position the state as a leader in the development of the economy.
