The year 1998 is remembered as the time of the world economic crisis that severely affected Bolivia and undermined the economic political stability enjoyed by neoliberalism since 1986. The government intended for the popular sector to be liable for the crisis, which led to the "rebel cycle" which, in the year 2000, defeated the transnational privatization of water, organized demonstrations in main cities in defense of the coca fields during the first half of the century, and appropriated gas service for the State in the year 2003. During the clashes, the "October Agenda" was born complying with all the necessary political requirements. Thus, the social uprising became an alternative for power. This program made the successful election of the indigenous citizen Evo Morales (for President of the country) possible at the end of 2005.
