Abstract The current global financial and economic crisis, which has a specially affect in Europe, needs a creative overview in order to address the new architecture of development cooperation and the relationships between Europe and Latin America. This paper analyses the Official Development Aid (ODA) between the European Union and Latin America. Specifically, this paper studies the dynamics that have been developed with the Andean Community, exploring the inclusion and exclusion of civil society organizations that work within pivotal issues for the sub-region. Through this framework, this paper develops in-depth the promotion of good governance, human rights and democracy, that are common goals for States and civil societies in both sides of the Atlantic. Finally, this paper highlights the challenges that must be considered in the new Regional Strategy, where it is already evident that Latin America is a new protagonist, and the civil society organizations are empowered as development actor's beyond as only a denunciators.
