The goal of this paper is to describe and understand the mechanisms through which local para-politics developed in Colombia. By "local para-politics" I understand the diverse types of cooperation, non-coercive, between paramilitary members and candidates and/or officials elected in the name of legal political forces on the municipal or lower levels. I focus on mayors given the role they play in municipalities, but also because it is necessary to limit material and establish differences between different interactions. The relationship between paramilitary members and town councillors, for example, could be different. Although the concepts and material presented in this paper refer to the entire paramilitary history, the majority of the evidence I present comes from the later stages, during which para-politics was more centrally important. This could introduce biases. The necessary adjustments could be made by a deeper research of local para-politics.
