This article explains the substantial elements of Samuelson´s consensus model [1956], so that the theoretical strengths of assumptions of group preference and common income fund can be discussed. Developing the applied empirical model in this way seeks to corroborate whether such theoretical presuppositions can be sustained in the Colombian case from the available information, also analysing the implications for social policy in implementing the unitary model.
