Abstract

This article analyses: i) the ill-fated social effects deriving from the economic model of opening the market to the international economy and its contradiction with the primacy of social policy as embodied in the 1991 Political Constitution; ii) it analyses approaches to relationships between macroeconomic policy, inequality and poverty; iii) It looks at the accelerated increase in poverty and inequality and the growing urban-rural gap; iv) it analyses the process of stockpiling land without precedent for speculative ends. Forming a social and political movement beyond the reach of the guardianship of historical parties, a strategic reassessment of the dominant elites, as well as their view of the model of accumulating capital, all represent strategic variables which could determine the future direction of agrarian reform, rural reform or temporally maintaining the actual status quo.
