Abstract

The paper contributes to the academic debate about the replacement in the post of central public administration level in Colombia. The results show an absence of market-like mechanisms for replacement in some public entities. Nevertheless, counter-evidence in other public entities shows the upsurge of market selection mechanisms, which is reflected in an actual impact of changes in education quality (the tertiary level) over changes in job structures
