This conference reflect on the relationships between democratic governability and neoliberalism in Latin America. It postulates that a key factor in the compression of the political process in the region, that these relationships constitute a fertile land of combinations and new tensions in which it tends to prevail the governability crisis. This crisis is expressed, in most of the countries of the region, by the dynamics of the ruptures among the subordinate, heterogeneous masses and traditionally excluded with regard to the traditional institutions and the political parties of representation and intermediation. It is sustained that the neoliberal changes of the political-state sphere has affected the exercise of the democratic action notably in Latin America, producing meanwhile transformations in the social life, which reconfigures the relationship between democracy and social order, problematic relationship since it reflects the equity issue. Therefore, it is proposed that the democratic governability only could be able to be reached as synonym of "positive action of social transformation", to face the problems of popular rights, wealth and peace.
