This article proposes an introductory analysis of the citizen culture approach, more specifically its adoption in the policies, plans, and strategies of security and citizen coexistence in the district of Barranquilla. However, a general understanding of the four classical theoretical approaches is considered to be of particular importance. The foregoing, since in this way the reasons and the context that gave birth to the citizen culture approach can be known, as well as the different actions that do and do not form part of it. Likewise, it is argued that the citizen culture approach can become a good basis for the initial approach to the study of public security policies and citizen coexistence in the country.
