FERNANDEZ LUZURIAGA, Wilson  e  POSE, Nicolás. URUGUAY AND ITS INCORPORATION TO THE UNITED NATIONS SECURITY COUNCIL. INTERNATIONAL LAW IN THE ROLE OF A SMALL STATE. rev.relac.int.estrateg.segur. [online]. 2017, vol.12, n.2, pp.133-161. ISSN 1909-3063.  https://doi.org/10.18359/ries.2302.

In October 2015 Uruguay was elected as a Non-Permanent Member of the United Nations Security Council. This article analyses the messages of the Uruguayan government during the process of its investiture. The objective is to offer an analytical description of the discourses made by Uruguayan government officials before the designation. For this purpose, a new analytical tool is applied, which consists of the operationalization of the General Principles of International Law. It is found that the Uruguayan discourse privileges the international cooperation that focuses on human rights, multilateralism, and the involvement in Peace-keeping Operation. Additionally, it is found that the membership is a tool used by the government to seek agreements with the political opposition.

Palavras-chave : United Nations Security Council; foreign policy; general principles of international law; Uruguay.
